Has any institution encountered the following kind of problem?
We have a student from Bosnia who has been in the UK since 1992. She is due
to spend her year abroad in Germany next year. She has neither a Bosnian
nor a British passport, only a British Certificate of Identity which allows
her to travel abroad and return to the UK. We have been told by the German
Embassy that these certificates are no longer recognised by Germany.
Exceptions to the passport requirement are possible for periods up to 6
months, but for no longer. Apparently the German government introduced new
rules in this respect in 1998. We are at present negotiating for her to go
to Austria instead. The Austrians seem (still!) to be more flexible on this
point.
Is there any kind of representation we could make to the German government,
perhaps via the CUTG/DAAD?
