Dear Wayne,
I don't know the reference but the rule of thumb is that if you
cross the muscle fibres at right angles you are inhibiting them,
and if you run the tape parallel you are facilitating them. For VL
usually apply a facilitatory tape to VMO, and inhibitory tape to
VL for best results.
