WARNING
Heritage services come under 'quality of local environment' and 'quality of life' Performance Indicators. The Audit Commission has said it is "inappropriate to propose the introduction of a comprehensive set of 'quality of life' indicators for 2000". The Commission proposes to develop a set of quality of life indicators for 2001 possibly using the CLIP Task Force on Sustainable Development menu of local sustainable development indicators together with other quality of life indicators.
The DETR's Performance Indicators document gives guidelines for Best Value PIs under the headings of Strategic Objective, Cost/Efficiency, Service Delivery Outcome, Quality, and Fair Access. Whatever you do, do not get trapped into numerical or quantitiative PIs. At the present time, I suggest you survey your user base, and wait, until the CLIP Task Force reports, and the Government provides guidance on quality of life or sustainability indicators relevant to heritage services. I know for a fact that in one or two authorities, a lot of time was wasted devising heritage service PIs only to find that these were subsumed / dropped under wider planning PIs.

No ideas but I am interested in the Best Value angle. I am looking at Best
Value issues at the moment and would welcome any information that you may
have on your own situation - particularly performance measures/indicators
and the like.
