The only two initiatives - which are actually connected - I know in Europe
investigating standards on Educational training are:

and the CEN/ISSS Workshop

But currently the main issue of the CEN WS (where I am a member of the project
team) is to investigate areas of standardization. These areas can be read i
the Interim report, which is available for download (and comments!!) at the
above mentioned URL of CEN/ISSS.
