The First INternational Symposium on Transportation Network Reliability
(INSTR)
Kyoto, Japan
July 30 (Monday) – August 1 (Wednesday), 2001
Introduction
The value of time has increased in recent years due to enhanced economic
activity and improvements in the quality of life. The reliability of
transportation networks has become an increasingly important issue.
Consequently, alternative routes to destinations should be provided to avoid
substantial loss to trip-makers caused by unexpected accidents, disasters or
traffic flow fluctuations. Indices of transportation network reliability
should include the influences of demand and supply dynamics. In
transportation network reliability analysis, there are three main research
areas; the modeling framework to investigate the reliability of a
transportation network, the establishment of a management system to provide
users with a high level of transportation service, and the development of
new evaluation procedures for optimizing the planning, construction and
management of transportation networks incorporating reliability.
People in the 21st century will desire a more stable transportation system
with less travel time uncertainty. It is widely expected that network
reliability analysis will play a more important role in the planning, design
and management of transportation facilities and networks in the future.
Scope of the Symposium
The aim of INSTR is to bring together researchers and professionals
interested in transportation network reliability to discuss both recent
research topics and future directions in this expanding research field. The
scope of INSTR includes all aspects of network reliability analysis. The
following is a preliminary list of the topics that will be covered by INSTR.
Network Reliability Analysis and its Methodology
Network Performance Evaluation
Risk Analysis for the Management of Transportation
Traffic Management for Hazardous Conditions
Reliability in Public Transportation
Vehicle Routing and Scheduling under Uncertainty
Travel Behavior under Uncertainty
Estimation of Travel Time Reliability
ITS Applications to Enhance Network Reliability
Tentative Schedule
Persons who wish to present a paper at the symposium are welcome to submit
an extended abstract to the secretariat of INSTR no later than March 20th
2001. The extended abstract should state clearly in English, the purpose,
methodology, findings and conclusions of the work to be described in the
final paper. The selection of extended abstracts will be undertaken by the
International Scientific Committee of INSTR, and the authors will be
notified regarding the acceptance of their papers for presentation at INSTR
by April 30th 2001.
The authors will be encouraged to submit their full papers for publication
in an edited book on Transportation Analysis on Network Reliability after
the 1st INSTR. The authors should write their final paper in English,
taking into account the discussion at the 1st INSTR. The Organizing
Committee of INSTR will notify the authors of the deadline for submission of
the full paper at the 1st INSTR.
Deadlines and Important Dates
Deadline for Submission of Extended Abstracts March 20th, 2001
Notification of Acceptance of Abstracts April 30th, 2001
The 1st INSTR July 30 to August 1, 2001
* The Organizing Committee of INSTR is planning to conduct a technical visit
on July 30.
Registration Fee
30,000 Yen (Approx. US $ 280). This includes the admission to symposium,
abstract proceedings, coffee break and symposium party.

Extended Abstract Submission
The extended abstract should be no more than 4 pages and include the text,
tables, equations and graphs. The abstract should be sent to the INSTR
secretariat by e-mail as an attachment in either MS Word file or PDF
formats. The e-mail address is given below. The size of file including
abstract should be less than 500 KB. If you cannot send the extended
abstract by e-mail, please send a floppy disk containing the abstract by
airmail. DO NOT send the abstract by fax, since the proceedings including
the accepted abstracts will be published and distributed to participants at
INSTR. The authors can find the instructions for the extended abstracts on
the INSTR web page (http://urbanfac.kuciv.kyoto-u.ac.jp/instr/ ).
