An empty mask file indicates that no voxel survived the masking done by
SPM prior to parameter estimation. There are several reasons, why this
could have happened.
Take a look at

where the different maskings are discussed. Maybe you can find out with
this bit of information what could have caused SPM99's unwillingness to
analyze your data....
