In short, no, SPM99 can't work with 4D Analyze files.
In fact this facility for 4D files is part of the old Analyze format as well.
I agree absolutely that the facility to work on 4D files would be extremely
useful. SPM99 has much more flexibility with file formats than SPM96, and it
should be possible to implement that support. Anyone who can see their way
through to having a go at this would be doing a great favour to those of us
struggling with huge directory listings for long FMRI runs.
