It stands for :
zhilishchno-arendnoe kooperativnoe tovarishchestvo
according to Barry Crowe's "Concise dictionary of Soviet
terminology, institutions and abbreviations". He says it
was "a co-operative organization renting dwellings from
local Soviets for its members. It existed until 1937"
