Introduction
The current 15 Year Bridge Rehabilitation Programme for the trunk road
network in England commenced in 1987. Other UK transport authorities soon
followed with similar programmes for their own bridges. An important
component of the programme so far has been the assessment and strengthening
of the bridges in readiness for the introduction of the 40 tonne European
lorries into the UK from 1 January 1999. This part of the programme has now
been more or less completed by all concerned, and the focus is shifting to
the need to put in place an on-going programme of maintenance for the
future.
Many lessons have been learnt in the course of the present programme, for
instance the need to have all the necessary standards in place in good time,
need for appropriate methods of procurement and performance monitoring, and
above all, the need to keep a careful record of the works and calculations.
The purpose of this seminar is to take stock, at the closing stages of the
programme in different parts of the country, and to examine the lessons
learnt in the process from the point of view of different sectors of the
industry.
As the current programme is nearing its end, it is becoming clear that the
steady-state maintenance part of the programme will need to continue into
the future to deal with the rapidly ageing stock of highway structures which
will need to be rehabilitated at an increasing rate in the coming years. The
Highways Agency is preparing the next Steady State Bridge Programme with
this in mind along with a number of new procedures and software systems to
be used in the future. The seminar will provide a timely opportunity to
discuss the forthcoming programme and the associated procedures.

maintenance activities will benefit from attending this seminar. The seminar
will be particularly relevant to bridge engineers from government
departments, local authorities and other infrastructure owners and
operators, their agents and consultants.
