I helped to integrate voice recognition, GPS, GIS, and our pavement
management system when I worked for the City of Aurora, Colorado from
1991-1996. A spinoff of Lockheed-Martin really developed the system, and I
understand from my former boss that the system has been purchased by Orbital
Systems. http://www.orbital.com then click on Transportation Management
Systems. Probably worth a phone call.
Also, www.ersi.com has a program "arclogistics" that you may want to
investigate. It has been used most often for trash hauling companies, but
there may be some good information there that is useful in your quest.
I was in a rental car in Phoenix, AZ that had a GPS mapping function. As I
recall, it also had real-time traffic data, and would recommend alternate
routes. You may be able to follow that lead, also. (It wasn't my rental
car, or I would refer you to the company -- but I'm not sure which one it
was. My normal "Rent-A-Wreck" doesn't have that high tech system -- so I bet
it was Avis or Hertz.)

<<I am student at the MSc in GIS course at University of Leicester, UK, and I
am in the process of narrowing down my topic for my dissertation, which will
most likely be on Intelligent Transport Systems, Vehicle Location and
Navigation, and Route Planning in particular.
There is a lot of routing software available, but what I find is that they
do not take into account the time of day when you are travelling, and that
the traffic changes as you go along, so that the pre-planned route may not
be the best route in the end.
I would like to focus on real time route planners that work with dynamic
networks and how this can be implemented. I know how to model a static
network, but how do you model a network that is constantly changing, and how
do you get the routing algorithm to recognise the changes and recalculate
the route?
If anybody is doing similar research, or knows of any leads or good starting
points, literature or journal articles, please let me know.
