HEAVY VEHICLE ACCREDITATION SCHEME
Last month we mentioned that accredited operators should be familiar with
the requirements of the business rules and accreditation standards. We also
mentioned that we believe it is good practice to have a copy of the
documents readily available to personnel. This month we have attached a
copy of the Maintenance Management Accreditation Standards (HVAS
Standards.rtf) for this purpose. It should be noted that the standards are
subject to change without notice. If you do not receive our email version

Transport SA Alternative Compliance Group on 08 8348 9664.
CERTIFIED ROAD FRIENDLY SUSPENSIONS
Increased mass limits generally require that road friendly suspensions be
installed in the vehicle. For information on which suspensions are

PERFORMANCE-BASED STANDARDS (PBS)
The National Transport Commission has recently released a major discussion
paper on using this approach to regulate heavy vehicles. For more

Of interest to me is the 'Alternative Compliance' approach to vehicle
maintenance being taken by various juristictions in Australia, as
exemplified by the attached document (HVAS Standards.rtf). The idea is to
move away from reliance on direct enforcement mechanisms to a system which
allows demonstrably good operators, with existing auditable mechanisms, to
avoid the delays and complexities inherent in direct enforcement. Please
take a quick look at it (you should be able to open it with MS Word)
It would be interesting to have a discussion of this topic on the mailing list:
How many other countries have adopted, or are moving to this type of approach?
Is there any information about the $ benefits to operators and/or regulators?
Does it work?
