I recently took up the challenge to re-write a scrambling program for
Windows 95. The result can be downloaded from my site by navigating to:

It's about a 2Mb download. The program allows you to load a text file,
then every time you press the 'scramble' button it re-arranges the words
in the file randomly. When/if you find an arrangement that interests
you, the program allows you to save the result. You can also do some
basic editing on the loaded file.
If this is of any use to anyone, the program may be freely downloaded
and distributed. It has been beta-tested by two people on two different
machines. The person I wrote it for described it as 'elegant.' However,
for obvious reasons, it's made available 'as is' without warranty or
responsibility.
If there's any demand for it, I can make the Visual Basic 6 source code
available too.
