This is a good question. Editors universally, so far as I know, have
failed to address the issue of whether something published on line is
acceptable to send to a print magazine with a policy of considering only
"previously unpublished" contributions. At least, I have never seen any
contributor's guidelines which mention this. It is a question which they
are going to need to answer soon. The issue is complicated by the fact that
"published on line" can mean any of a number of different things, for
instance:
- published in an on line poetry journal
- self published on one's personal web site
- posted to a Usenet group
- posted to a publically readable internet chat or bbs site
- posted to a subscribers-only internet chat or bbs site
- posted to an Email list which is publically archived
- posted to a private email list which is not publically
archived
So any magazine's policy is also going to need to specify exactly what sort
of on line publication may or may not disqualify a contribution. I'd be
interested in hearing the thoughts of the editors in this group on this.
(My own practice is to send things with a note that they've appeared on a
Web site and let the editors sort out whether they want it.)

some war or other, in order that the people may require a leader.
