I've always thought of form in two ways, firstly as exercises before being
let loose, like learning how to do hill starts and three point turns before
heading out on to the open road somehow qualified. And secondly, as finger
exercises, warming up, sometime as route planning, where the confines of a
form, generate the writing, rather than the writing generating the form. In
my experience, form deciding writing often feels a little disingenuous, as
if one's just going through the motions to show off some kind of verbal
dexterity. But sometimes there can be genuine surprises. I don't see how
exercises can be redundant though. It's a bit like saying "Now that I'm fit,
push-ups must no longer be considered a form of exercise."
