"A Combinatorial Auction with Multiple Winners for Universal
Service" : Dr Richard Steinberg, Judge Institute, University of
Cambridge
This talk, based on joint work with F. Kelly (University of
Cambridge), describes a discrete-time auction procedure for use in
assigning Universal Service responsibility to telephone service
providers. The auction incorporates synergies by permitting all
combinatorial bids, allows for multiple winners, and minimises the
possibility of bidder collusion. The procedure is computationally
tractable for the auctioneer and thus is very efficient to run. An
example will be provided to illustrate how the procedure works in
practice.
