In relation to armed conflicts (both international wars and serious
internal conflicts such as civil wars), the 1977 Additional Protocols to
the Geneva Conventions give some such protection, requiring combatants to
respect and where possible assist such international humanitarian aid
workers.
The 1954 Hague Convention on the Protection of Cultural Property in the
Event of Armed Conflict also has provisions relating to the respect of
cultural protection and aid workers, but in this case only if officially
accredited in some way, e.g. through the neutral States acting as
"Protecting Powers" under the Geneva Conventions (though these seem to be
rarely appointed in conflicts these days), alternatively through the
Director-General of UNESCO.
In March 1999 we tried to get a specific provision, based on the Geneva
Additional Protocols, written into the update of the 1954 Hague Convention
(the Second Protocol of 1999) but there was strong opposition from a
significant number of influential States, and the proposal, though in the
final draft, was in the end deleted.
