What one needs to track through baseline, monitoring and evaluation of
education campaigns is actually more than just the level of community
knowledge/awareness. People's perceptions, attitudes and beliefs are
important factors, since these may remain negative inspite of increased
knowledge of disasters.
Any intervention aims at inculcating safe living behaviour, for which
public intent needs to be inculcated, and operational environment
facilitated. Intention is based on attitudes and social beliefs, which need
to be gauged at baseline, and monitored and evaluated as the program
progresses. Attitudes in turn may be influenced by values, motivation and
KNOWLEDGE.
Of course, for purpose of information gathering, all this needs to be put
in a simplified fashion, whether information is gathered through
questionnaires or through participatory tools. Issues to be covered are:
1. what are bad AND good things about the neighbourhood, as perceived by
community groups;
2. how far do people feel they themselves can play a role in solving local
problems;
.....and so on..
This is based on experience of technology development and research project
on Reducing Urban Risk, India.
