sometimes more immediate individuals take advantage and benefit. Taken from
a paper by John D Weaver (How to assist in the aftermath of disasters and
other life crises in Innovations in Clinical Practice: A Source Book Vol. 17):
Disasters can bring out the best and the worst in people. A few summers
ago a large apartment fire in Philadelphia caught national media
attention. Neighbours had rushed to help victims out of the burning
structure. Meanwhile, other neighbours looted their homes. Whenever a
hurricane hits a coastal town, hundreds of volunteers from groups like the
Salvation Army and the American Red Cross will put their own lives on hold
and rush to offer help. At the same time, dishonest roofers will enter the
area, offer repairs, take money to go get supplies, and disappear without
doing the work. Others may price gouge for bags of ice or similar
necessities. This mix of best and worst can be very demoralising to both
victims and relief workers.
