One of the things we should work on is defining what such a
scientist would do?
As I see it the work involves compiling and comparing information;
perhaps working up agreed to standards; reviewing and establishing
methodology; and so on.
One of the more interesting studies I have read involved estimating
potential hurricane damage based on past storm tracks and past estimates of
damage -- given current population and infrastructure development.
If we had an agreed upon methodology for performing this kind of
study, I think we could justify the cost of the science.
