Without prejudice as to motives, I suggest consultants (social workers,
medical personnel, engineers and others) assisting in mitigation, assessment
or relief efforts, NGO's and relief workers, countries who are the recipient
of aid, governments depending upon internal politics and policies,
individuals/victims who can better themselves through relief and insurance
funds, researchers in natural disasters. One particular issue would be the
use of the word "benefit", which I would choose to define as improving one's
position as a result of the disaster, albeit with an interim discomfort,
whether mild or extreme.
