SUBJECT: CALL FOR APPLICATION - APDMC "Local Community Level Disaster Risk
Management Course (LCLDRM-3) leading to the post graduarte award of
GRADUATE CERTIFICATE IN EMERGENCY MANAGEMENT", October 30-November 10, 2000
AIM Conference Center, Makati City, Philippines

Dear Colleague,

I am pleased to invite your organization to nominate disaster management
and humanitarian assistance program professionals and to participate in a
unique interregional course on Local and Community Level Disaster Risk
Management (LCLDRM-3) leading to the post graduate award of "Graduate
Certificate in Emergency Management."

The Asia Pacific Disaster Management Center, Inc. (APDMC), in collaboration
with Charles Sturt University (CSU Australia), have designed a unique
program specifically to assist selected individuals undertake a fully
accredited and globally recognized "Graduate Certificate in Emergency
Management." This Graduate Certificate Program is offered in two
components: (1) APDMC's Two-Week Residential Component (includes Action
Learning) in the Philippines; and (2) Part Time Distance Learning Component
which can be completed in less than one year in your own workplace.
Interested participants can CHOOSE to complete APDMC course enabling them
to earn 16 credit points and a certificate of completion OR continue to
complete the distance learning component enabling them to earn a total of
32 academic points and an award of Graduate Certificate in Emergency
Management. This academic achievement is equivalent to 50% completion of a
Masters in Emergency Management  (total 64 points) that CSU also offers.


The Residential Component of the Graduate Certificate Program, will be held
at the Asian Institute of Management (AIM) Conference Center, Makati City,
Philippines from 30 October to 10 November, 2000. This Component has been
specifically designed to combine experiences from developing and developed
countries for application and adoption to the participant's own programs.
By special demand, the focus of this course is "livelihood vulnerability
reduction and food security."

The course is directed by Mr. Sanny R. Jegillos, who pioneered training
courses on community and participatory approaches to disaster management in
Asia. This course includes field exercises at the community level in hazard
and vulnerability assessment, community based disaster preparedness and
mitigation measures, and participatory approaches and stakeholders
involvement.

The listed APDMC Residential Course Fee is US$ 2,000. It is inclusive of
tax, lunch, snacks, course materials, field trips and certificate of
attendance. The cost of accommodation at the AIM Conference Center is US$
50 per night, which includes cost of lodging (single bed accommodation) and
breakfast. If participant choose to share a room with another participant
(two single bed accommodation), US$ 25 per night per participant can be
arranged as long as a shared room would be available (first come first
serve basis). Given this, we suggest that you allocate adequate Daily
Subsistence Allowance (DSA) which should cover accommodation at AIM
Conference Center, food, and additional incidental expenses such as
purchase of relevant books and videos. For additional guidance, Makati City
is located within Metro Manila and most donors have existing and standard
DSA rate for Manila.


If participant choose to continue with the distance learning component,
additional fee of Australian Dollar $ 1,600 is required which include costs
associated with it.

Interregional Local and Community Level Disaster Risk Management (LCLDRM)
leading to the post graduate award of "GRADUATE CERTIFICATE IN EMERGENCY
MANAGEMENT")

The Asia Pacific Disaster Management Center, Inc. (APDMC) is pleased to
invite nominations and applicants for a unique course combining
interregional experiences between disaster management centers from Latin
America (La Red), Southern Africa (PERIPERI), South Asia (DMI Gujarat) and
South East Asia (APDMC) in community level vulnerability reduction and
disaster preparedness.


The Program:
-----------
The Interregional Local and Community Level Disaster Risk Management
(LCLDRM) Course is based on appropriate technologies and methodologies
developed and implemented by the world's most vulnerable countries to
disasters. It includes case studies, and the experiences of local
governments, civil society and non-government organizations. It will be
delivered using an interactive approach, where participants will learn
collectively from their own comparative experiences and case studies, and
actual site visits and interaction with vulnerable communities in the
Philippines.

By special demand, the focus of this course is "livelihood vulnerability
reduction and food security." The course includes field exercises at the
community level in hazard and vulnerability assessment, community based
disaster preparedness and mitigation measures and participatory monitoring
and evaluation have been added to the Program. Past field visits can be

This accredited course, which leads to a Graduate Certificate, is offered
jointly by Asia Pacific Disaster Management Center, Inc. (APDMC) and
Charles Sturt University (CSU, Australia). The course has been designed for
Program Managers, Technical Staffs and Trainers from INGOs and NGOs, Local
Government Managers and Officers.

Participants who successfully complete the 2-Week Residential Component
will be eligible to undertake an applied research paper that will qualify
them for the award of "Graduate Certificate in Emergency Management." The
program comprises two components:

FIRST - Residential Component:
To be conducted at Asian Institute of Management (AIM) Conference Center,
Makati City, Philippines over a 2 week period from 30 October-10 Nov., 2000	

Action Learning Activities:
Fieldwork at major natural and man-made disaster sites in the Philippines
and visits to organizations working the field of Emergency and Disaster
Management. The schedule of this activity is incorporated on the
Residential Component Schedule. 	

SECOND - Distance Learning Component:
Participants will complete a work related applied research paper over a 12
months period upon returning to their posts.


Learning Outcomes:
------------------
The Course will enable participants to:

1. Increase their knowledge of the basic principles of local and community
level disaster risk management through comparative study, critical
self-examination and assessment and participation in specifically designed
community level field exercises in disaster preparedness and mitigation,
hazard and vulnerability assessment and participatory monitoring and
evaluation.
2. Learn from the experiences and best practices of countries in other
regions particularly on the aspect of reducing vulnerability of community
livelihood and ensuring food security.
3. Gain first hand experience from field visits to communities and disaster
sites in the Philippines such as Mt. Pinatubo, flood prone and cyclone
prone communities.
4. Improve their use and management of methodologies for community level
risk analysis, planning and implementation.
5. Acquire skills in participatory monitoring and evaluation.
6. Design appropriate micro projects and programs for application in their
own countries.
7. Increase their understanding and skills for the integration of gender,
poverty and environment, aspects into their programmes/projects.
8. Gain insights into the basic concepts and methodologies used in
addressing the psychosocial aspects of disasters.
9. Extend their network to countries and organizations involved in
community level disaster risk management.
10. Undergo a university standard program with an option to acquire a
university accredited diploma

The Asia Pacific Disaster Management Center, Inc. (APDMC) is a regional,
technical resource in disaster and risk management, delivering programs to
both public and private sectors in countries of the Asia and Pacific
regions. APDMC is a Philippines based, not-for-profit NGO established since
May 1998. It is governed by a multinational Board of Directors.



APDMC responds to the urgent need for strengthening the capability of
countries in the region for enhanced risk management, encompassing risk
assessment, risk treatment, emergency preparedness, prevention, mitigation,
response and recovery to both natural and man-made emergencies and
disasters. APDMC's philosophy is to promote the sharing of international
standards and best practices in disaster and risk management through active
cooperation with its extensive partnership network.

The Charles Sturt University (CSU, Australia) is a distinctive University
which strives to ensure its graduates are competitive in meeting present

reputation for excellence. CSU was recognized as the Australian University

The Graduate Certificate and Master of Emergency Management is offered
under the aegis of the School of Public Health, within the Faculty of
Health Studies. The School of Public Health has provided an undergraduate
course in Emergency Management for over three years and has a depth of
experience and knowledge in the field of emergency management that has
meant that the undergraduate course has been recognized internationally as
the first and best of its type in the world. This course has been made
possible by attracting the appropriate staff with the necessary skills,
knowledge and experience.


The Course Director:
--------------------
The Course is directed by Sanny R. Jegillos, He has had over 18 years
experience in conducting international consultancies and training on
disaster management related programs and in managing poverty alleviation
and community development projects.  Between 1992 and 1998 Sanny was a
senior manager and program coordinator at the Asian Disaster Preparedness
Centre and in that capacity was involved in the strategic management of the
Learning and Professional Development Unit and the International
Consultancies Unit.  Sanny was also the course Director for 8 of ADPC's
Disaster Management Courses and pioneered and conducted courses on
Community Based Approaches to Disaster Management in 1997 and 1998. Based
on these experiences, he was associated as a Consultant to the
International Federation of Red Cross and Red Crescent Society (IFRC) in
their own regional and international programs on community based
approaches. Sanny has conducted programs throughout the Asia and Pacific
regions and has a comprehensive knowledge and understanding of Asia and
Pacific Government focal points, NGOs, Business sector, networks and
programs related to disaster management.  He also has a strong background
in community organizing and participatory approaches.
