If this work is being carried out through the planning process then it shoud
be possible to invoke the relevant Planning Policy Guidelines (PPG15 and
16)but only if the archaeologial merit of the site can be proven. This would
require the contractor in this case the council to fund an archaeological
evaluation and watching brief on the site while any work was carried out.
This is potentionally a problem that may need input from an archaeologist
with mining experience.As you are aware from the recent work at Dolaucothi
much important and relevant evidence can be missed or over looked by people
without a mining background and it needs experienced archaeologists to show
the full potential of a site. In this case that evidence will potentially be
destroyed before it can be identified. Just remember the untold damage
caused by the piecemeal use of Clwyd caps on places like Halkyn mountain.
Access to the workings is another matter entirely and should be delt as
such. The priority is to protect the remains.
