Tony Brooks was right about the involvement of the
Dept of Media, Culture and Sport, which is
responsible for Listed (not Scheduled) buildings.
English Heritage advises the department on the
value or otherwise of building proposed for Listing.
Planning Officers are empowered to make a 'spot
listing' of any site they feel is under threat. Their
decision has, however, to be supported by the Dept
of Media, Culture and Sport within one month (I
think) or it lapses.
Sadly, de-Listing is not that uncommon.
