You are not wrong in the comparitive salaries of IT, especially new media, staff in the public sector. However, I don't particularly agree with your point that the people don't just want to create excellence for the love of it. Not only do I find people (designers/technologists) are dying to get away from content and interaction design for commerical new media projects (which are often phenomenally dull) to work with interesting content for interesting audiences, but there are people and even design agencies clamouring to get involved in the cultural sector. New Media staff seek challenging and stimulating environments for the use and implementaion of technolgoical solutions. Sure..they are highly mobile and highly paid but the number of available staff is growing at the same rate as the industry outside itself. When I started working in new media in 1994, there was 0.5 page of job adverts in the Guardian for new media...last weekend there was over 20...it will get better.
The question arises as to whether you, or any museum, think you can justify and afford building responsive in-house units to deal with new media in the museum space, or if you are content to continually outsource. The obvious issue is that by outsourcing every project, you avoid making the understanding and use of new media a core competency for your organisation....isn't that just throwing money for a temporary solution.

Those who control finances in the public sector simply do not as yet
understand the problems in IT recruitment. I do wonder what local
government is making of it given the recent 'egovernment' commitments.
