Dear colleagues and friends,

Please take notice of the following documents calling for the "recognition of
the Arabic language with all its inner diversity as a minority language of the
European Union".

Until 2 May 2000 more than one hundred scholars mainly from France had signed
this declaration. This issue is so important that the solidarity of all
European scholars
and students engaged in Middle East studies is demanded. I would like to
ask you
not only to sign the appeal to the President of the European Parliament
and the
Commissioners of the E. U. but also to mobilize your colleagues, other
members of your
association and your students: As many people as possible should sign
this appeal.

I have just sent these documents by e-mail to more than 400 members of
the German
Middle East Studies Association (DAVO) and I hope that you will also be
able to
motivate many other people to sign this appeal.

EURAMES: CALL FOR THE RECOGNITION OF THE ARABIC LANGUAGE WITH ALL
ITS INNER DIVERSITY AS A MINORITY LANGUAGE OF THE EUROPEAN UNION

To:
- the President of the European Parliament
- the Commissars of the E.U.

The undersigned wish to express their deep concern as to the pressures
exerted
on the European Council aiming at the recognition, as one of the
"regional or minority languages" of the E.U., of the dialects of the Maghreb
countries, instead of Arabic.
They would like to draw attention of  European authorities on the fact
that such
a recognition may be interpreted as a deliberate will of the European
Union to
cut off the population originating from the Maghreb countries and living
in Europe
from their cultural roots: the literary  and intellectual production of
texts in the
14-centuries old Arabo-Islamic  civilisation is - with the exception of
a very
few number of literary texts - written in either classical (VIth to
XIXth century
texts) or modern standard (XXth century texts) Arabic, and not in one of
the
numerous dialects of the Arabic language. No Arabic dialect whatever
allows
access to this cultural production. It is to be noted, on the other
hand, that
knowledge of a dialect by young people originating from Arab immigration
in
Europe is extremely heterogeneous.
The undersigned also wish to draw attention on the fact that the
official and
institutional language of all Arab states is Arabic, exactly as it is
the case with
German in Germany and Austria , or Italian in Italy, however the
liveliness and
diversity of dialects in these countries. How would the representatives
of these
European states react if the Arab League came to declare recognition as
official
Regional languages of, e.g., Saxon and Bavarian in Germany, Tyrolian and

Carinthian in Austria, or Roman and Calabrese in Italy? It is to be
feared that
some European governments - among them France - may come to think it
feasible,
through the bias of a recognition of Maghrebi dialects as Minority
languages, to
solve interior policy problems related to the presence on their
territory of a strong
population of Maghrebi immigrant origin.
The undersigned believe that such a measure would be likely to bring
Arab states to
the legitimate conclusion that the European Union is applying a policy
of forced
assimilation to the population originating from Arab immigration.
The only adequate answer would, in our eyes, be the recognition as a
minority
language of Arabic with all its inner diversity, including that of
Arabic dialects,
and as a language carrying a civilisation over a thousand years old.
This would
clearly express recognition by the Union of equality among peoples, and would
subsequently be a strong signal directed to both the immigrant community
and the Arab states.

Appel pour la reconnaissance de l'arabe dans sa diversité comme langue
minoritaire

Madame la Présidente du Parlement européen,
Mesdames et Messieurs les Commissaires européens,

Les signataires de la présente pétition souhaitent faire part de leur
inquiétude quant
aux pressions exercées sur le Conseil de l'Europe en vue d'une
reconnaissance, à
court ou à moyen terme, des dialectes maghrébins comme l'une des
"langues
régionales ou de minorité", en lieu et place de l'arabe.
Aussi, voudraient-ils attirer l'attention des autorités concernées sur
le fait qu'une telle
reconnaissance risquerait d'être interprêtée comme la volonté affichée
de l'Europe
de couper la population originaire des pays du Maghreb de ses origines
culturelles,
l'ensemble de la production intellectuelle et littéraire de la
civilisation arabo-islamique,
vieille de quatorze siècle, étant rédigée, (à quelques rares exceptions
près pour ce
qui est de la littérature), en arabe classique (textes des 6ème-19ème
siècles) ou
standard (textes du 20ème siècle) et non dans l'un des nombreux
dialectes de la
langue arabe. Or, la connaissance d'un dialecte, quel qu'il soit, ne
donne pas accès
à cette production. Par ailleurs, la maîtrise de leurs dialectes
d'origine par les jeunes
issus de l'immigration est, de surcroît, extrêmement  hétérogène. Les
soussignés
souhaitent également attirer l'attention sur le fait que la langue
officielle,
institutionnellement reconnue par l'ensemble des états arabes, pays du
Maghreb
compris, demeure l'arabe au même titre que le sont, par exemple, en
Allemagne,
Autriche et Italie, l'allemand et l'italien et ce, malgré la très grande
vivacité et diversité
des dialectes dans ces pays. Que diraient les représentants des états
évoqués, si la
Ligue arabe décidait demain de reconnaître, par exemple, le saxon, le
bavarois
(Allemagne), le tyrolien, le carinthien (Autriche), le romain, le
calabrais (Italie),
comme langues régionales? On pourrait craindre que les gouvernements
européens
ne pensent, par le biais de la reconnaissance des dialectes maghrébins,
pouvoir
régler des problèmes de politique intérieure, liés à la présence, dans
certains de
leurs états dont la France, d'une forte immigration maghrébine. Nous
pensons, pour
notre part, qu'une telle mesure risquerait de laisser penser
légitimement aux Etats
arabes que l'Union européenne met en œuvre le principe de l'assimilation
forcée.
Seule, la reconnaissance comme langue régionale de l'arabe dans toute sa
diversité
(dialectes compris) et, notamment, en sa qualité de langue porteuse
d'une civilisation
plus que millénaire, nous paraît être la bonne solution, car elle
équivaudrait à la
reconnaissance, par l'Europe, de l'égalité entre les peuples et
constituerait dès lors
un signe fort, à la fois envers la communauté immigrée et les Etats
arabes.
