JISC has asked EDINA and CHEST to send the following announcement. This
is the first opportunity either has had to inform the subscribers of
the state of negotiation between JISC and Chadwyck-Healey.

English Poetry and Palmer's Index to the Times
The current CHEST agreement on behalf of JISC with
Chadwyck Healey for English Poetry and for Palmer's Index
to the Times comes to an end on 31/3/00. Sites that become
licensed to access these services before that time will
qualify for receipt of all the data on CD for access in
perpetuity. For this reason, the JISC has decided to
waive the current subscription costs between now and the
end of March to enable the largest possible number of
institutions to benefit from this opportunity. If you

Please note that the online service at EDINA for Palmers Index
will come to an end on 31/3/00 unless Chadwyck Healey and the JISC are
able to reach some kind of agreement about an extension of the online
service until the end of the current academic year. We hope to issue a
joint statement next week providing further information and
clarifying the situation.
Alternatively, EDINA would be happy to offer continued online access
to a Palmer's service (with a Web interface) and invites interested
sites to email [log in to unmask] This would be on a cost recovery
basis and would therefore be subject to a service charge largely
dependent on the level of HE take-up of the offer. EDINA believes
that the service will break even at around the present subscription
level of stlg 200 if all current subscribers were to opt for continued
online access.
PCI
This week a circular is being mailed to all Higher
Education Institutions and Research Councils with important
information regarding the end of the current agreement for
PCI, and negotiations for a new service called PCI Full
Text scheduled to launch in April. The deadline for
responses to this circular is February 28, 2000.
Please note that the current PCI service at EDINA will come
to an end on 31/3/00 unless Chadwyck Healey and the JISC
are able to reach agreement about an extension of the
service until the end of the current academic year. In any event, EDINA
will provide a link to any successor after the termination of its PCI
service. Once again, we hope to issue a joint statement providing further
information next week.
