Paraphrasing-Someone-Else to defend my case you are deceiving
yourself with images of crusading librarians linking arms to protect
the spacehoppers and tricycles which the evil Castro has deemed
culturally imperialist.
And surely it is ironic that you single out Cuba, when (and here *I*
can quote from Amnesty International):
"Torture, ill-treatment by police and security forces, and armed
groups acting with their support and acquiescence ... were reported
in Argentina, Belize, Bolivia, Chile, Colombia, Dominican Republic,
Ecuador, El Salvador, Guatemala, Guyana, Haiti, Honduras,
Jamaica, Mexico, Paraguay and Venezuela."

But then, all of these except Ecuador are listed signatories of
GATT. Cuba is not, I note, in either list.
