A search of Deja News revealed that this same question had
recently been asked in the Usenet newsgroup
uk.rec.competitions . One person replied to say that the
answer was Neil Kinnock. I seem to remember him using those
words at a Labour Party conference that had wide television
coverage some time back in the 1980s.
