BRIDGE

BRIDGE is an innovative gender and development research and communications
unit that targets policy-makers and practitioners (see
www.ids.ac.uk/bridge). A talented and highly motivated individual is
required to join the expanding BRIDGE team.  

WEB COORDINATOR
BRIDGE seeks an experienced web specialist with an interest in gender and
development issues. You will be responsible for ensuring our three web-based
resources are well-designed, accessible, and well-publicised.  Excellent IT
skills, including experience with databases and web authoring, are
essential.

Salary: £18,000 - £23,000 (Pay Award Pending)

Interview date: 31 August 2000

	This position is within the universities' Other Related Faculty
Scales, is fixed-term for two years and the extended Closing Date

Web Coordinator
THE POSITION
BRIDGE seeks an experienced website manager with creative flair and a keen
interest in gender and development issues. They will bring much needed
expertise to the growing BRIDGE team as web-based knowledge management
services are being developed. The Web Coordinator will also work closely
with the IDS Information Services department who will provide technical
assistance, advice and support.

MAIN RESPONSIBILITIES

(a) Web-site management and maintenance
	The Web Coordinator will have responsibility for the overall
appearance and  functioning of the three web-sites (BRIDGE site, Donor
Gender Mainstreaming Resource and the Gender Equality Internet Gateway).
This will require working with IDS Information Services staff, external
designers, and all members of the BRIDGE team. Tasks will include web page
creation, converting documents into suitable formats, maintenance of links,
monitoring of usage, user email updates and liaison with users on technical
issues. They will also have an important input into the strategic
development of these resources and will need to collaborate with other
members of the IDS Information team, as appropriate.

(b) Database management and administration
	The two new web resources will have significant web-based databases
of gender materials (full on-line documents and summaries) that will need
developing (in conjunction with the IDS Information Services team),
managing, and data entering and updating. Other databases will also need
managing including a database of gender experts and the BRIDGE email
distribution list.

(c) Identification of relevant resources
In conjunction with the Research and Communications Assistant, they will
assist with the identification of key on-line gender resources. They will
also work with IDS Information Services staff on the tailoring of spidering
software to identify relevant resources.

(d) Marketing and electronic dissemination
The Web Coordinator will also be responsible for the electronic marketing of
the three web resources (including development of links with other sites and
registering with search engines, and publicity on relevant email discussion
lists) and for the electronic dissemination of BRIDGE materials to
subscribers and other users.


Person specification
The Web Coordinator will be the lynch-pin in ensuring the proposed BRIDGE
web-based resources are well-designed, accessible, functioning and well
publicised to the target audiences. They will be able to demonstrate
significant experience in effective website management, preferably within
development information provision. A commitment to gender equality is
necessary and an understanding of gender and development issues will be an
advantage.

Desired skills/experience
*	Substantial experience of web-site management (including
responsibility for the overall appearance and structure of a site), web-page
creation (HTML) and site maintenance;
*	Confidence in developing and using databases is essential,
preferably web-based databases;
*	Good basic design sense and ability to layout web-pages and
documents professionally;
*	Electronic marketing experience, preferably in the development
sector, and a client/user-focused philosophy;
*	Knowledge of development on-line resources (including key gateways),
and preferably gender and development resources;
*	Keen interest in gender and development issues;
*	Ability to work as part of a team but also to work on own initiative
when required;
*	Ability to manage and prioritise a varied workload, working to
deadlines;
*	Excellent computing skills: strong experience of databases,
web-authoring software (such as HotMetal Pro), spreadsheets and
word-processing software.

Other relevant skills/experience (not essential)
*	Undergraduate or post-graduate qualification in gender and
development;
*	Experience of working with internet technologies in a developing
country context.

Salary: £18,000-£23,000 (pay award pending) within the universities' Other
Related Faculty Scales.

Terms and Conditions: are those relating to the universities' Other Related
Faculty.  This appointment is fixed-term for two years initially.

BACKGROUND TO IDS AND BRIDGE

The Institute of Development Studies was founded in 1966 as a national
research and training centre on developing countries.  Thirty years on, IDS
is one of Europe's leading centres for research and teaching on Third World
development and has an international reputation for its research on all
aspects of development.  The Institute currently has about 40 Fellows,
working with other research staff, Visiting Fellows from many developing
countries, and around 100 postgraduate students.  IDS has one of the best
development libraries in the world, and hosts a number of innovative online
information and knowledge management projects.  BRIDGE, a gender and
development research and communications service (see:
www.ids.ac.uk/bridge), is part of the Information unit. Its staff work
closely with other members of the Information team, including those from
ELDIS, ID21, Devline, and Livelihoods Connect projects.

BRIDGE 

BRIDGE supports gender mainstreaming efforts through servicing gender and
development information needs. Initially set up in 1992 with financial
assistance from the DAC Expert Group on Women in Development, it is now an
established non-profit unit within the UK Institute of Development Studies
(IDS). Working primarily with bilateral and multilateral agencies, BRIDGE
seeks to bridge the gaps between theory, policy and practice with accessible
gender knowledge, for example, through reports mapping out new issues,
summaries of key resources, and the bulletin 'development and gender in
brief '. 

A positive independent evaluation of BRIDGE in 1999 sparked off an exciting
process of strategic development for the unit. Building on its reputation as
a trusted source of quality gender information it is now refocusing,
revitalising and scaling-up its operations. Extensive consultations with
end-users have helped shape BRIDGE's future work programme.  A three-year
pilot programme of activities is proposed, funded by a combination of
subscriptions and grants:
	(a)	Cutting-edge Knowledge Packs (report, in summary and
supporting resources collection) (3 per year);
	(b)	Gender Mainstreaming Web Resource of donor agency and
ministry materials;
	(c)	Basic client information services;
	(d)	Development and gender in brief bulletin as part of the
Cutting-edge Knowledge Pack (3 per year);
	(e)	Gender Equality Internet Gateway targeted at practitioners.

Long-term collaboration with partner organisations will be essential for the
success of this programme. 

BRIDGE WEB RESOURCES
Whilst BRIDGE has had a web presence for several years
(www.ids.ac.uk/bridge/), it is only now beginning to invest more time into
updating and developing its main site. In addition BRIDGE is developing two
additional web resources:

1. Donor Gender Mainstreaming Web Resource: searchable database of existing
on-line documents from development co-operation agencies and ministries. It
will also include written guides to key themes and related on-line
resources, and summaries of all documents.

2. Gender Equality Internet Gateway: a general and more extensive gender
resource targeted at practitioners and in the style of the ELDIS web
resource (http://www.eldis.org/). At the core will be a searchable database
of on-line gender materials (particularly with an operational focus) that
draws from a broad range of sources, including Southern-originated and
non-anglophone materials. It will include Practitioner Guides and summaries
of key resources.
