Faxed signatures are acceptable. If I recall correctly, this is
because it is a (reasonably!) faithful reproduction of an original
signature, whereas an electronic signature is digital and, therefore,
is susceptible to manipulation.
At Manchester, we run a Distance Learning Service providing copies of
articles/monograph chapters from stock or via ILL, and loans from
stock, to distance learning students in the UK and abroad. We opted
for a simple, non-technical solution, with copies of request forms
being supplied to departments for distribution to eligible students.
We make a charge for requests, but charge students' departments, so
that requests can be submitted by mail or fax.
