The Chief Executives’ Bulletin is sent to NHS and Local Authority Chief

A Health Service of all the talents: Developing the NHS workforce

6/4/00 - Alan Milburn, Secretary of State for Health, today launched
proposals for radical changes to the way in which NHS staff are educated,
trained and used.  The consultation document A Health Service of All the
Talents : Developing the NHS Workforce is the result of a review of
workforce planning in the NHS which makes a series of recommendations for
change.

In launching the consultation document Mr Milburn said:
“Two weeks ago the Prime Minister issued five challenges to the NHS, one of
which was to the health professions.  He, and I, want to see them working
more flexibly, breaking down traditional barriers and demarcations.  We
want to see a NHS in which staff work more flexibly, in which they are not
confined by an outdated view of what is appropriate for particular
professionals to do and where they use the full range of their skills for
the benefit of patients.  This means changes to the way in which staff are
educated, trained, regulated and used by the NHS.”

“This consultation document, which stems from a commitment given by Frank
Dobson last year, sets out proposals for change which will help to deliver
this new NHS workforce.  The proposals are wide-ranging and present
challenges to all those involved in educating and employing health service
staff – to Universities, to Health Authorities Trusts and Primary Care
Groups, to the regulatory bodies and to the professions themselves.  I am
convinced that the changes it proposes are needed.  But before we draw up
action plans we want to hear the views of all those involved”.

Pay and conditions of service: remuneration of administrative dental
officers and community clinical dental officers of health authorities

31/3/00 - This Advance Letter authorised changes with effect from 1 April
2000 in the remuneration of administrative dental officers and community
dental officers of Health Authorities and those that are employed by NHS
Trusts

Economic & Monetary Union and the NHS

6/4/00 - Colin Reeve's letter of 30 March 2000 on Economic & Monetary Union
and the NHS states the Government's policy of "prepare and decide" on EMU.
It announces the requirement for all NHS bodies to plan for the possible
introduction of the euro as part of this policy.  It asks that their Euro
Co-ordinator be provided with the necessary assistance to ensure the
success of the planning exercise.

National Service Framework for Coronary Heart Disease
4/4/00 – HSC 2000/012 – link

1. The National Service Framework for Coronary Heart Disease was published
on 6 March. Dr
Roger Boyle’s appointment as National Director for Heart Disease was also
announced.
Copies of the associated press releases are: 2000/0130 and 2000/0131

2. Implementation of the NSF was identified as one of the “Saving Lives”
priorities in the
National Priorities Guidance for 2000/01 to 20002/03. All NHS bodies should
now work with
their local communities to take this forward.

HSC 2000/12 was mailed to the NHS, councils and Directors of Social
Services 5/4/00

There has been a delay in the production of hard copies of "The National
Service Framework (NSF) on Coronary Heart Disease" - mentioned in Bulletin
issue 5 (3-9 March 2000). These have now been mailed to HAs, Trusts, PCGs,
GP practices and Local Authorities. Copies can also be requested from the
Responseline 0541 555 455.

Nurse Midwife and Health Visitor Consultants – Second Tranche
5/4/00 – PL /CNO 2000/4

1. In January the Secretary of State for Health announced the first 141
nurse, midwife
and health visitor consultant posts in England. The selection and
appointment
process is now underway.

2. Building up the number of posts is a national priority. This letter
invites submission
of proposals for a second tranche.

New leaflet on Vitamin K

Vitamin K, which occurs naturally in food especially in liver and some
vegetables, helps to make blood clot in order to prevent bleeding. During
early infancy when fed entirely on milk, babies have very little vitamin K.
A very few babies (estimated 1 in 10,000 full term babies) can suffer
bleeding  due to vitamin K deficiency. When this occurs in the brain it may
cause brain-damage or even death. The risk of bleeding is effectively
removed when sufficient extra vitamin K is given to babies. A leaflet has
been prepared to advise parents of this and to promote Vitamin K
supplements. Copies of the leaflet, “Vitamin K : Information for parents to
be” should be made freely available to parents.
