1. Second National Winter Planning Conference: Conference Proceedings - 23rd May 2000

The purpose of this document is to present the principal messages arising from the second National Winter Planning Conference, which was held in London on 23 May 2000. The various reports reflect the opinions of participants and are not statements of Department of Health policy.

This report is not organised in the same sequence as the conference, but in a way that will enable readers to see:

The context in which planning services for the winter is taking place. 
The general issues facing services. 
The lessons that have been learned from many experiences of dealing with these issues.

2. Healthy Schools Programme: Primary Schools / Primary Care Link Programmes

The Primary Care/Primary Schools Project is intended to develop and improve communication between primary care and primary aged schoolchildren. This project has been piloted across the country and has involved General Practitioners, Practice Nurses and other primary care staff in establishing sustainable relationships with their local Primary School. The project is now being rolled out to an additional 50 locations. Commissioning Guidelines, which explain the project and the process to be followed in submitting a bid, are being distributed to the Chairs of Primary Care Groups/Trusts.

3. New Review of Central Returns (ROCR) Web Page and approved central returns which includes a link to the Department of Health's Information Asset Register (IAR)

This Web page provides information on the work of the Review of Central Returns (ROCR) Steering Committee. 

The Review of Central Returns (ROCR) process exists to help ensure that information collected from the NHS is well defined, and that the benefits of having the data justify the costs of collection. This helps make data collections effective (using existing sources wherever possible) and minimises the burden on the NHS, especially on front-line staff.

Ministers have asked that all new requests for the NHS to supply information to the Centre should be examined by the ROCR committee (which includes NHS as well as DH representatives) and then agreed by the Minister of State responsible for statistics.

The web page includes details of the ROCR procedures, and the committee's terms of reference.

Approved central returns

The ROCR page also includes a link to the Department's Information Asset Register (IAR) which provides, amongst other records, details on all approved ongoing central returns. Previously a list of central returns was issued to the NHS in an annual Health Service Circular (last year's HSC 1999/070 refers).
