1. NHS Performance Fund 2000/01
16/5/00 - Colin Reeves’ letter of 28 March gave details of the first £660
million of extra resources for the NHS in 2000/01, as announced in the
Budget Statement.  In Annex 2 of the letter a £60 million NHS Performance
Fund was outlined.  The attached guidance provides details of how the fund
will operate in 2000/01

Social Care Interest


3. Better Care - Higher Standards Video
A video, based on the publication Better Care – Higher Standards: A charter
for long term care (www.doh.gov.uk/longtermcare/), is now available.  The
video explains the purpose of the Charter, gives examples of good practice
and has interviews with service users.  It is 25 minutes in length, is for
use with user and carer groups and is both sub-titled and uses BSL (British
Sign Language)

Copies of the video can be ordered from Department of Health, PO Box 777,
London, SE1 6XH.  Supplies are limited and it is therefore not possible to
supply bulk orders.  Please restrict your order to 2 copies per authority.

4. Domestic Violence: A Resource Manual for Health Care Professionals
It is mainly women who experience domestic violence and it is largely men
who perpetrate such violence. Frequently the children are caught somewhere
in the middle.  For many women and their families the effects will be
catastrophic, and the impact on their physical and mental health and
well-being, deeply damaging, and sometimes fatal.

The NHS has a particular contribution to make in the early identification
and support of victims of domestic violence since almost all will come into
contact with the NHS at some point in their lives. This resource manual
will help health care professionals and equip them with the skills,
knowledge and confidence to identify domestic violence and to respond
appropriately so as to help break the cycle of repeat victimisation.

The health service is not working on its own in this area. Domestic
violence has been firmly placed within the Government’s Crime Reduction
Programme and resources allocated to reducing its incidence. It is
particularly important that the NHS should develop effective multi-agency
partnerships with other statutory and voluntary sector agencies.  The focus
for much of this work will be the local Domestic Violence Forum and the
Crime and Disorder Partnership in which the NHS has a statutory duty to
participate.

This manual offers a foundation for local work; it provides factual
information  to help raise awareness about domestic violence including a
listing of useful national contacts, support agencies and websites.

5. Information Sheet on Joint Investment Plans
Health and local authorities were first asked to produce Joint Investment
Plans for older people from April 1999 as part of the Better Services for
Vulnerable People initiative, and JIPs for adult mental health services
from April 2000. Health and local authorities, together with partner
agencies, are required to assess the service needs of local people and
compare this with existing services. Over a number of years Joint
Investment Plans will demonstrate where there are shortfalls in services
and how these will be met by identifying the investment and reinvestment
needed to reshape services.

>From April 2001, Joint Investment Plans for learning disabilities and
welfare to work for disabled people will be introduced. The welfare to work
Joint Investment Plan is designed to maximise the independence of disabled
people including those with sensory impairment and improve their employment
opportunities. The objective of the Joint Investment Plan for people with
learning disabilities is to promote the provision of integrated services
that will help adults with learning disabilities achieve and sustain
maximum independence. Work is already underway to assist 4 authorities to
begin to develop their JIPs (Gloucestershire, Kirklees, Barnsley & London
Borough of Newham). A leaflet “Meeting Needs Together”

the Joint Investment Plans and its links to the Government’s wider welfare
to work strategy.

6.  SAFETY  NOTICE  -  MDA  SN2000(09)  Pressure Transducer Cover (SensoNor

This  Safety Notice was issued on 11 May to NHS Trust, Health Authority and
Primary Care Trust Chief Executives. As usual it was also issued to Liaison
Officers  of  Trusts  and  Health  Authorities  for  action  and for onward

7. INTERMEDIATE CARE: QUESTIONNAIRE
Attached   is   a  questionnaire  pack  www.doh.gov.uk/intermediate.htm  in
electronic  form  that  all  Health Authorities Chief Executives and Social
Service  Directors are being asked to fill in. Information on the extent of
current  provision  of  intermediate  care  services  is  patchy  and it is
essential that we urgently establish a comprehensive and up-to-date picture
of  existing  service  provision  as  a  baseline. This information is also
needed to inform the process of capacity building for the coming winter and
for  next  year.  This exercise reflects the high priority the Secretary of
State  attaches to the development of intermediate care services, which are
likely  to  be  covered in the forthcoming White Paper on older people.  We
urgently need your responses, so please download the questionnaire pack and
return the hard copy version that will be sent to you shortly and return it
to the Department of Health by 7th June.
