Tocnog is a GNU licensed FE code that is under active developement. Pre
and post processing is through other applications. There is also a program
called FELT that comes with pre and post processing sides. The actual FE
capabilities are a little more limited than tocnog, and it's developement
seems to have stopped, but it might be more suitable for an undergraduate
course. There is also a windows version of FELT.

There is a section on freeware and shareware FE codes on that page.
