This reference is to a good and clear exposition, but it tells only part of
the tale of the H-B criterion.
During its development (remember, it is empirical) there have been a number
of changes to both the formulation and preferred method of obtaining
parameters from test results. There have also been various proposals for the
criterion in either sigma1-sigma2-sigma3 space or normal stress-shear stress
space.
Rather than trust solely to this book, it may be worth interrogating the
Science Citation Index for papers on the criterion. This will indicate the
breadth of its use, and give some idea to the direction in which its
continued development is heading.
Finally, and perhaps most importantly, consider that Hoek wrote these words
in the News Journal of the ISRM in 1995:
In writing Underground Excavations in Rock almost 15 years ago,
Professor E.T. Brown and I developed the Hoek-Brown failure
criterion to fill a vacuum which we saw in the process of designing
underground excavations. Our approach was entirely empirical
and we worked from very limited data of rather poor quality.
Our empirical criterion and our estimates of the input parameters
were offered as a temporary solution to an urgent problem.
He went on to say:
I am alarmed to see the Hoek-Brown criterion being applied to
problems which we did not even dream about when we made
these desperate estimates 15 years ago.
