"Telecom market liberalization is often viewed as if it were a static,
uniform condition. Markets are either liberalized or they are not. If
they are liberalized, there is a particular set of competitive market
characteristics that will prevail. This simplistic view leads to a
preoccupation with the act of liberalization, rather than the process
and detailed structure of liberalization and its ongoing
implementation. As more and more countries take steps to liberalize
their telecom sectors and acquire some experience with liberalized
markets, more attention is being shifted to the particular processes
and structures of liberalization and their implications, i.e., the
specific shaping of particular telecom markets. This issue of
Telecommunications Policy (TP) focuses on the shaping of a
variety of liberalized telecom markets." -

Telecommunications Policy is concerned with the changing roles of
telecommunications in the economy and society. It provides a
forum for research and debate amongst academics, policymakers,
regulators, industry managers, consultants and other
professionals. Its orientation is multidisciplinary and international,
encompassing issues of both theory and practice. Its scope
includes issues of telecom reform at national, regional and
international levels, including issues confronting both developed
and developing countries. It pays particular attention to the
implications of convergence for knowledge infrastructure
development, management and regulation.
