It has been proposed and rejected before. Too many people (myself
included) think it an actively bad idea. I'll not try to argue
the point of whether or not it is a bad idea - I'll only note the
factual matter that there are a substantial number of people who
think so.
It is basically too late for ideas for f2k. Of course, that's not
strictly true until the standard is approved (which has a few years
to go). Up until then, it is certainly at least a technical
possibility to get pretty much anything changed (and the whole
plan and schedule redone). But in practice, its getting pretty
hard to even slip smallish things in - and that's for things that are
not controversial. This one would be quite controversial.
