The only true (meaning compliant with *most*, but not all of the standard)
Fortran 90 compiler that's free to download for academic purposes is:

There are possibly some special subset Fortran 90 compilers, like ELF90, but
the only one that I can remember is free off the top of my head is the F
compiler:

The HPF compiler Adaptor,
http://www.gmd.de/SCAI/lab/adaptor/adaptor_home.html, also supports a large
chunk of Fortan 90.
My advice: If you really need a compliant Fortran 90 compiler, buy one, they
are only about 100-200 dollars...
