I assume "they" means empty parentheses in the declaration (or call?)
of a parameterless procedure or function returning a non-void result.
Pascal: function test: integer;
Algol 60: 'INTEGER' 'PROCEDURE' test;
Algol 68: PROC test = INT:
[or in long form PROC INT test = INT: ]
A typical call in any of these 3 languages might be
x := test + 3;
