Michel Olagnon has a useful preprocessor, go to
http://www.ifremer.fr//ditigo/molagnon/fortran90/contenu.html
Otherwise, you might consider m4 for unix/linux systems.
If "portable" includes Win32, MKS Toolkit www.mks.com has
an m4, IIRC.
Otherwise, you can try cpp. Be careful to turn off
comment removal as it will mangle character concatenation.
With these non-Fortran tools, you must
always watch out for source lines being extended too long.
