Agree with the rest of your post, but I can't even figure out what you
are talking about above. It sounds like you are describing some
required behavior. I know of no requirement even vaguely related
to this. Exceeding the maximum positive value is simply illegal,
and the results are dependent on the vendor, just like with any
other illegal practice.
You may well see this kind of behavior with some (many?) vendors, but
it is certainly not guaranteed.
