I don't see clearly what kind of help is requested, so I'll ramble a bit. I suppose that the easiest step would be to run on cygwin (as one of the commercial f90 compilers for Windows does) or one of the other Unix-like systems for Windows. Mumit Khan has the best description of these choices, in the context of gcc/g77, under http://www.xraylith.wisc.edu/~khan . Cross compilers from linux to cygwin have been built and used in a number of situations, and HPUX10.20 would be supported as a host as well.
I wouldn't expect a cross compiler from HPUX to NT to be very useful as a production tool; if the compiler were such that it could be compiled by gcc, then it would be relatively simple to port from native on HPUX to native on Windows 2000/cygwin, with the idea that it is unproductive to spend time on NT bugs which may have been corrected in W2K.
