I find this all a little puzzling:
The F and ELF restrictions are very similar, although it is
true that F is more restrictive than ELF. Which differences
cause problems?

All ELF and all F programs of course should port to any
standard-conforming Fortran compiler. Do you have an
example of an F program that does not?
And, of course, portability in the other direction is not
possible for either F or ELF.
