I was actually getting around to doing exactly this - reboot the system.
I'd read that FAQ but read it as 'update hangs (after starting due to memory
explosion etc...)' and since mine wasn't even getting started I didn't think
then that it applied in my case. Also about a month or so ago when I'd first
installed WinBUGS, I'd run an example and everything worked fine. And I
can't
think of any reason for Update to change state from working to not-working
in
the interim. Anyway, as of now, post reboot, it works just fine. No problems
what so ever.

Two reasons have been found:
There is an occasional problem with Windows NT - if the system is
rebooted it goes away.
WinBUGS may be struggling to update a variable. Check initial values
are appropriate
