I don't know where the records of the British Immigration and
Colonisation Association are, but we have a source that might be
relevant to your enquirer.
The archive of the American Committee for the Evacuation of British
Children (in WW2) is here, and contain much information on the children
evacuated. A parallel scheme was run by the British Government and that
archive is in the PRO.
There, are, of course, data protection implications for accessing these
records - ironically, because on advice from the PRO they were formerly
closed for only 30 years.
