The term "Social Exclusion" has now entered everyday language and Whitehall has its own Social Exclusion Unit. But the concept remains elusive. As a consequence measurement remains problematic and its usefulness as a guide to policy is therefore sometimes in question.
This paper will explores various possible meanings of social exclusion and how practical considerations of the availability of data sources and the needs of research funders tend to affect the meaning that can be given to the term.
The paper argues that the concept of a measure of deprivation which goes further than low incomes is an important one for policy and calls for approaches to measurement which start off from a sound conceptual and theoretical basis rather than one of make-do and mend.
