Here at the University of Wales, we only use the title of Dr once the
student has been formally admitted to their degree either at a degree
congregation or in Absentia.
We also supply academic statement in the interim period before admittance on
request from a graduands.

Could I ask for details of practice elsewhere regarding the
use of the title "Dr" for PhD students who have satisfied
the examiners but who have yet to have te degree conferred.
Do you permit them to use the title as soon as the
Examiners have recommended the award or once the award has
been ratified by the Graduate Board or Faculty Board?
Similarly, can MSc students claim the degree (on business
cards etc)prior to conferment?
