As the use of an alternate entrance is an exemption under the DDA, then there
isn't a way to force any other entry method. We have a similar issue in one of
our town halls where the accessible entrance is at the side of the building.
Anyone wishing to use this entry has to press a buzzer, which then connects them
with reception and they automatically release the door through an electronic
door opener. For security the area also has a CCTV camera so that the
receptionist can see who's knocking - so to speak. Whenever possible I advocate
that the same entrance be used for all, but we are all aware that this is not
possible. The library need, however, to make adjustments to their policies,
practices and procedures to facilitate the use of this entry and ensure that the
use is not 'second class' or an 'effort' on their behalf. This has been law
since last October.
I suggest an electronic door opening system attached to a buzzer with a CCTV
system. They can also then use this entry for deliveries and the like. Their
policy should then be altered to ensure that the buzzer/camera/entry system is
positioned at an area that is constantly manned by staff.

Anyone with ideas about a solution to this scenario?
The only access to a building (library) for a wheelchair user
is via a set of doors used previously as the main entrance,
and now used only as a fire exit.
Managers are loathe to give a key to the user (student).
A bell could be rerouted to a lower floor (will they hear/be
able to respond?)
We have some funds available.
