English Heritage have a guidance booklet " Easy Access to
Historic Properties" . .which may be usefull, barring the legislative
differences between the Republic of Ireland and the UK.

Hi all
My name is Declan Treanor and I am the Disability Officer at Trinity
College, Dublin. Trinity College campus buildings are all listed
buildings (including the cobble stones!!). New planning legislation is
making retrofit work difficult. Has anybody experience or knowledge
of
working in this area and is there any exampples of good practice,
books etc.
Issues which are a priority are:
installation of lifts in listed buildings
ramps to same
cobblestone reduction
I would be grateful for any advise etc.
