I sent for a printed copy, which came with a handwritten note saying "If you
wish to comment on it, please do so by 11th August" which seems to extend
the deadline - given as 28 July in the document itself (page xv).
Apparently "...The ... document has not been sent to any other organisations
on Merseyside [apart from MDF] - distribution has been mainly to national
organisations". That's a little ironic as the 'Merseytravel Code of Practice
on Access and Mobility' is cited approvingly in it.
[Incidentally, I notice that they say that "people with learning
difficulties may have problems in understanding timetabling and ticketing
information .." (p10). Since privatisation they are by no means the only
people to be confused by ticketing].

as far as I can tell its been kept pretty quiet, I wonder how much feedback
they got and how much therefore they are really "consulting" or whether
they just want to be able to say "we opened this up for public consultancy."
Rail Regulator launches new code.
Tom Winsor, the Rail Regulator, has begun consulting on a new code of
practice which will set standards of service and access for disabled
passengers, and provide an achievable framework in which to deliver
them. The first code of practice was published in July 1994, and the
Rail Regulator has a duty under section 70 of the Railways Act 1993 to
revise the code taking into account the legal requirements now imposed
by the Disability Discrimination Act 1995.
Following an eight-week period for consultation which began on May
31st, the Rail Regulator will review contributions and incorporate
these, where appropriate, into the revised code of practice which will
be published later this year.
The consultation document Train and Station Services for Disabled
Passengers is available from the O R R website at www.rail-reg.gov.uk.
It is also available on audio cassette, in standard type, large type,
